KEMITRAAN PENDIDIKAN SEBAGAI UPAYA PENINGKATAN MUTU PENDIDIKAN JENJANG SEKOLAH MENENGAH ATAS (SMA) DI KABUPATEN SUMBAWA

Abstract

Education is one of the determinants of the progress of a nation. The education sector is a priority for a country in order to give birth to a golden generation that can continue the development relay in the future. One of the problems in education is the low quality of education. The Education Partnership is one of the educational innovations used as an alternative by the Department of Education and Culture of West Nusa Tenggara Province in an effort to improve the quality of education. This study aims to identify and analyze the implementation and to determine the supporting factors and inhibiting factors for the implementation of the Education Partnership Program policy as an effort to improve the quality of education at SMAN 1 Maronge and SMAN 1 Utan, Sumbawa Regency. This study uses a descriptive qualitative approach. The research subjects are the Principal, Deputy Principal of Student Affairs, Administration Teachers, Head of Libraries and Students. Data obtained by means of interviews and documentation. The research instrument is a researcher who is assisted by interview guidelines and documentation guidelines. Data analysis uses the interactive model developed by Miles and Huberman, namely, data reduction, data presentation, conclusion drawing and data verification. Test the validity of the data using source triangulation and technical triangulation. The results of the study indicate that at the implementation stage, several partnership points that have been running include; 1) Improving the competence of teachers and education personnel, 2) developing digital libraries; and mentoring with student activities. While the activities that have not been implemented are: 1) literacy clinics and 2) teacher and student exchange programs. The supporting factors are the NTB Provincial Education and Culture Office, educators and education staff, school committees and partner schools. Meanwhile, the inhibiting factors for implementation are the Covid-19 Pandemic period which limits learning activities that are carried out face-to-face and the change of school principals, so that the partnership program does not run optimally.
